I made the above proposal that the Deputy Superintendent of Police should have immediate charge of the Gaol under my supervision, and I am still of opinion that such is the most desirable arrangement.

I have however modified my view as to the Deputy Superintendent taking over such duties without extra emolument.

To be a really useful officer he should have long experience of the work of the Department. He should act for the Captain Superintendent of Police when the latter is on leave and he should look to eventually succeeding him as head of the Department or for promotion in some other Colony.

I do not consider that $250 a month in this expensive Colony, in which the cost of living is becoming heavier
